WiFi issues (WLC and AP) in pnet v8.74 #12

Issues in AP models:

AIR-AP1800I, AP1815, AP2800, AP3800, C9105, C9115, C9117, C9120, C1924, C9130, C9136, CW9178I:
Working fine on first boot. However, powering off/on the AP produce these following errors in console:

hostapd_stock.service holdoff time over, scheduling restart.
Cannot add dependency job for unit iox_te-watcher.path, ignoring: Unit not found.
Cannot add dependency job for unit iox_te_srcr2-watcher.path, ignoring: Unit not found.
hostapd_stock.service holdoff time over, scheduling restart.

Issues in AP models:
C9162, C9164, C9166, CW9176I
Not working on first boot and they produce errors in console such as the followings:

console output showing the hostapd_stock.service restart loop
hostapd_stock.service holdoff time over, scheduling restart.
hostapd_stock.service holdoff time over, scheduling restart.

AP image/version:
AP Running Image : 17.18.3.18
Primary Boot Image : 17.18.3.18
Backup Boot Image : 8.3.15.109

Issues in WLC:
Working fine on first boot. However, powering off/on the WLC, impact its interfaces which do not forward/receive traffic anymore. The WLC must be wiped off and start again to resolve connectivity issues.
